Ways to crash a Vespa rider

Sorry couldn't help but ask after reading Today's BSNYC and comments.

If a Scooter rider crosses their front wheel with your back wheel whilst you're on a road bike - can you crash them? Or do they have too much weight on their front wheel?

13" wheel with maybe 100lbs on it. You're better off pulling the bar, but it might work if your a track bruiser.
