It may be that he does not have long sleeve rain gear in USA colors.

It's subtle, but notice the difference between the sleeves of his jersey and those of the other Rock rider. Stars + stripes.

The detail on sleeves/collars is for past national (and world) champs. See G. Hincapie for example:

I do believe this is the first time the word "subtle" has ever been used in association with Rock Racing.

Riders or teams that create their own National Champions jerseys must have the design approved by USA Cycling. The design concept must include a blue field with stars on the top half of the jersey and vertical red and white stripes on the bottom half of the jersey. All National Champion’s jerseys must comply with UCI rules for advertising as follows:

* Front and back of the jersey in a rectangle 10 cm high
* On the shoulders or sleeves in a single line a maximum of 5 cm high
* On the sides of the jersey in a band 9 cm wide.

The rule doesn't state that you HAVE to create a Nat Champ jersey nor wear one. It states what you must do IF you create one.

My tradition/rule comment was based on an interpretation that nafun intended to communicate Rock Racing's deviation from tradition by not going with the "captain america" design. As it turns out, "captain america" is a rule. Albeit a new one.
