How quickly we forget...

Astana was, for all practical purposes, Discovery. They couldn't find a sponsor, or rather stopped looking, closed up shop, and dispersed... mostly to Astana.

They can't raise money because the only reason their sponsors ponied up at all was because they had Kazahk team leaders, who all got caught doping. With them gone there's little incentive for them. It's not people are in a hurry to vacation in a place that remote.
