Wheel speed and fan speed are not related (unless they have some super fancy hookup).
Without knowing the speed our guessing is more useful - other than just trusting them saying the Venge is faster than round tubes.
The difference is huge on decent. I have video of my kid (early 15) chasing his coach. Coach on a Venge, kid on a TT bike. At that time they were roughly the same speed on the flats and 40lbs different weight. My kid descended 37+, coach was 34ish. Time difference was 3:15 in 25 min and much due to the climb too and the heavier rider, but as that course is ridden some 30X a year, its pretty clear to us the TT bike (mostly wheels) is much faster.

I gotta get some new tubs to be ready for when mine wear out. Stupid question, but I don't have excess tub wheels sitting around to stretch the tires. No reason I can't stretch them on clincher rims, right?

I think I tried that once and it didn't stretch as much. I can't remember though. Channel for the clincher is a bit deep. I'll toss some extra rims in the trailer, you should grab them whenever.

I just put two wheels in my pile of stuff to put in the trailer/Expedition. They both happen to be track wheels, junky rear, light and too flexible front (formerly my super ultra lightweight front wheel). They'll stretch a tire fine, not much else.

I have a pair of Flo wheels I rather like; theyre wider profile (25.5mm) and with 23mm tires they end up roughly like 25mm tires.
I want to try to emulate the feel with my 46mm PowerTap Carbon clinchers - which have a 20.8mm outer profile. Currently have 23mm tires; will 25mm tires feel like junk on there? Probably a dumb question, but havent dabbled with anything other than 23mm tires before. (Tire/wheel compatibility charts say its fine; but will it feel fine?)

It's not as effective but it works. Keep an eye out for guys selling used aluminum rims.

The tire will fold over at lower speeds at lower pressures, although I have no idea what the numbers would be for your set up. You lose some of that cushion advantage you get with the wider rim. Still, though, the 25mm tire is still wider than the 23mm, should be softer.

If I was to get another Quarq do you think I would be better off getting an Elsa RS or a regular 110 BCD unit? Currently rocking Di2 on the new bike.

I also read that Quarq slashed their prices by $200 after Pioneer did theirs. It might be a good idea to wait a bit for it to kick in.

The RS provides the advantage of being able to use 53/39 or 52/36 (Or even a 34 if I so desire) but at the disadvantage of the rings being some serious cash and the fact that the RS weighs a bit more than a regular 110 BCD unit, not to mention the rings weigh a bit more than regular flat rings. Honestly though I don't know how much I really care about ~100 grams.

Why not try the new Pioneer PM? It seems like a better system than Quarq. (I'm one of the people who went through three Quarqs over 18 months before switching to SRM.)

I have had the opposite experience, One quarq, two years, zero problems. I even called them like 20 times because I was super sure I was going to have an issue with mine (Offset was outside of normal range) they were easy to talk to, kind and my unit didn't actually have a problem.
