What is your plan after you remove the bolts? I would respectfully suggest that you have stripped the threads in the stem, not the bolts, especially if it is an alloy stem.
You'll need to think about redrilling and retapping for a larger bolt... and whether that will work.
And it might be worth remembering not to reef down hard on nuts and bolts on bicycles.
