Just shoot some silicone spray into the pulleys, at the edge of covers/bushings on the sides of the pulleys. I used to take 'em apart and oil or grease them. I use silicone now because it's easier, it works just as well or better and best of all- it does not attract dirt!!!
I use it on the brake and derailleur pivots as well.
It's easily found at most auto parts stores/departments
