yeah if you can find an old cheap mtb front disc wheel somewhere and have some time to futz with it that might be the cheapest route!
there is a guy over on mtbr making some bolt on cogs cheap!
i have a front disc hub i got off ebay for under 10 bucks (shimano deore) that i wanna build into just such a wheel but on a 700c rim.
