I went to my bike shop and also contacted Burley, of course since it is older thay don't make a 1" threaded steerer in 27" anymore. They have threadless 1 1/8", has anyone tried that? Any sugggestions would be greatly appreciated.

The first thing that I would do would be to take the brake off and try to figure out what, exactly, is bent. Most canty mounts thread into the fork. If you're lucky, you might be able to just replace a thread-in mount. Even if it's all one piece, since it's a steel fork, I'd be inclined to try bending it back. Since the alternative is replacing the fork, what have you got to lose?
