The current Exec, Martha Rostowski, has accepted a big-time position:

However, in a state as large as Colorado - I believe it is 7th largest in USA (I guess about 350 by 250 miles - I will check that later), and with lousy winter weather, and with a need for a state-wide presence, I would guess that an auto would indeed be needed.

Don't be so cynical. There are lot's of qualified cyclists, and this is a totally cyclist controlled group. I.e., I have all the qualifications, personally, including lot's of fund-raising, non-profit management, contact with legislators, etc., etc. There are many like me.
