Jandd sells 2 different racks. One in a traditional low rider with the loop over the tire and another which includes a small rack on top which allows you to load high or low. They look good on paper.
Prices are higher than Delta products but much better than Tubus and such. Link at

I've got about 6000 miles on the low rider type. No problems in usage, but the loop has a slight offset to it.
I just bought the one with the rack plate on top for trail/gravel/dirt usage.
It has 2 mounting positions for the panniers - high or low. The higher mount is usefull when riding trails.
It also weighs a lot more than the low rider rack, for pavement I'd stick with the low rider.
