If the holes in your frame are threaded, then they probably use an M5 thread.
The best bolts for racks are stainles steel M5 allen bolts. The correct length is one that protrudes a couple of threads on the inside when using appropriate washers.
It generally isnt neccessary to fit a locking nut on the inside. If you have room and want to use one, use a Nylock style of nut which will not losen with vibration.
If you only have one set of threaded eyelets, will you want to fit fender stays with the same bolts? In which case you need longer bolts and you place the fender on the outside of the rack stay.
The bolt threads should be -very- lightly smeared with grease before fitting.
