The best thing that can happen to a person, in terms of body composition, is to lose fat and gain muscle. Let's assume you are able to lose 5 lbs of fat and gain 2 lbs of muscle. If all that occured in your thighs, you would have smaller thighs. You would still have lost 5 lbs of fat bulk, and since muscle is denser than fat, the addition of 2 lbs of muscle to your thighs would be much less than the fat that was removed.

Now, chances are that from cycling, you will lose fat from various parts of your body, and gain muscle in your legs. Still, considering fat's bulkiness and muscle's density, you should still end up with smaller thighs. If in doubt, take weekly thigh measurements. Measure the largest circumference on your thigh each week and see where it goes.
