There really isn't a cultural issue, it's more of a fear of fraud.

AAAAH, A German vendor, OK, then it's likely that it's procedural then....nothing in the manual on how to deal, as well as the fear of fraud.
Außer Betrieb, gibt es kein Verfahren für dieses.
