shoot it up with a degreaser then shoot it up with lube.

If that doesn't work, take off the cover. You'll see a pair of paws with springs. Those are usually gummed up. spray some degreaser and work the pawl back and forth until its no longer gummy and sticking. spray with lube and replace cover.

if that doesn't work, new shifter.
