Perhaps a stem with a different angle would help.
maddmaxx has pointed out the limitation inherent in the threadless stem design.
You just flipped it, so you're not used to riding this way. I you have no above stem spacers to move, give it a couple weeks of riding at least before you buy a different angle stem.
