first off- you can get a heck of a disc wheel from HED for $500-600 depending on how good your LBS is to you. so $2000 is not an issue...
and second- as i and others stated earlier... this illegality is really a non-issue except at a national level.
i dont think there is a local (yes, i said LOCAL) TT series in the country that wont take your $20 and let you run with a cover.
