there are signs along the route that indicate "warning - bike race in progress" along with volunteers stationed around to watch out for problems. there are also pace cars that ride in front of the groups and caution people that bikers are coming.
however, it is still open to the public while the race is going on, so you risk the chance of getting hit by a flying frisbee.
