If' you show up to race, yo've got an obligation to know something about what you're doing, and to know the rules of the game.
Personally, I wouldn't want to race with someone who was not sufficiently clued in to know you need a jersey with sleeves to race.
Not that a sleeveless jersey makes the rider dangerous, but not having a clue may do so.
