I don't know what you can tell from standover height except that it's nice to have at least a little. Will you notice a half an inch difference? No. Of course, more standover height given two bikes of the same model will mean the maximum height of your handlebars will be that much lower. Chances are the smaller bike will have a bit shorter top tube, but you should be able to easily compensate for that with a stem that much longer.
