Schwinn (Huret) RD is smacking my freewheel.

I feel like there should be a dumb question forum or sticky, but for the life of me I can't figure out what is going on here. I took apart a '74 Schwinn Suburban (10-Speed) and I'm in the process of putting it back together. I've got everything sorted out fine, shifting is great EXCEPT for when I want to use the lowest gear while I'm on the larger chainring. The pulleys just decide to rotate up and touch the freewheel, which would totally launch me if I did this while riding. It's the same chain, I feel like it's gotten shorter. The wheel's practically on the edge of the dropouts now and I still can't keep the pulleys away!
