I'd go for big wide (44cm plus) cyclocross type drops on a riser stem. I'm loving the 44s on my **** weather commuter and wouldn't mind going even bigger next time. The width feels really sturdy and stable in sketchy conditions. You can stand up, grab the hoods and crank on the hills, and you can go in the drops and get pretty aero when the winter wind picks up.
