There is more food in the country for deer than in the city
You would be amazed at that though. Many of the plants in peoples yards are some of the favorite foods of deer. Also many people who have deer in their area will intentionally feed them (most often by non-hunters who don't know any better), adding even more food to the system. On top of that, the ready availability of food with the limited number of predators present makes it a desireable area to live in. Deer learn things relatively fast. If they find humans not to be a threat in the area, they will become almost "tame". Deer find that humans are not a threat due to the lack of hunting pressure that they experience in many places. Being less skidish, they increase the chance of direct contact with humans, often in the form of getting hit by a car in a populated area.
