Well in my experience some people just can't afford them because money is way too tight guess it depends on where you live and when you ride. I have seen people walking their bikes and was told their tire wouldn't hold air for more then a few miles but that almost got them to work. They had access to a air source but didn't have any luck patching the tube.
I have also found don't realize a lights value until they actually use them and someone tells them they could easily see them or a car/pedestrian actually takes notice. Cheap lights for "be seen" lights are better then no lights at all.
