The referenced ebay bike, has issues, added braze ons (non original paint), risk of shipping from europe, dead chrome, not taken care of.
The description sounds like a "Spence Wolf" imported bike, in a smaller size $2k would be very conservative. In that size it depends on what how many of the big men NEED a Cinelli.
I would not expect to walk away with it for cheap.
