No it's not cool to imitate a public safety vehicle. But given that a bicycle is a very narrow platform to mount lights, wouldn't it be hard to mistake a well lit bike for one? No one
AFAIK are using blue lights.
I will say that some of the setups seen on this forum can be extreme. Maybe.
