Low spoke count coaster brake hubs were not unheard of in the 70's. Yesterday I came across the catalog listing for the Shimano CB-100 coaster brake hub which had avaliable drillings ranging from 20! to 36. However it does seem odd that Campagnolo would produce such a prototype with a very low spoke count during that time.
