I have had problems with the ends of tire liners (Mr. Tuffy) rubbing on the tire cords and causing them to weaken until they tore and I got a bulge in the tread, which means replacing the tire. I have not noticed problems with the tubes.
I had the exact same experience with Mr. Tuffies. Bulged my new tires in short order. Don't use them and don't miss them.
