You're going to have to tell us more or at least include a picture. If it is a standard TT road wheel from the mid-later 80's or anything from the 90's, it will have a cassette hub and there would be no practical way to convert it into a track wheel.

Often, the hubs on composite wheels can be swapped out. If this is the case, you might be able to find a track hub to replace the current hub.
