If the bike is in excellent condition, seems to me it would be worth a tune up. It depends a lot on how much your friend wants to spend and how much riding they'll be doing. Everybody that rides doesn't want a top end bike. I would pay $50-$60 for almost any road bike in decent condition even if I had to replace tires but I'm in a good market area.
