Well, not exactly, since 2003 Record had some Ti bits that 2004 Chorus doesn't, but it's basically true. With Record you get slightly less weight, a prettier gruppo (carbon fiber) and a much heftier price tag. Funcionality (within the same year) is the same as Chorus.
