Bikes: a recumbent, and a fred bike

Topeak Joe Blow Deluxe foot pump dead

I recently tried to inflate my old fred bike tires and found that no air would come out of the pump no matter how fast or slow i pumped. I looked around to find a guide on taking it apart, guessing that perhaps some gasket had dried up, but didn't find anything except a post on here about a different kind of pump, which wasn't close enough to mine to help.
Can anyone suggest how to resurrect the thing? There is a large hex nut at the bottom, but I don't presently have a tool that big for removing it, and will wait to hear from people here if it is the best place to start. I took out a small hex stopper near the air guage at the top and put a drop of oil in there, no difference. There is also what seems like 2 very small flat screws on the top but at first try, I was not able to take these off, which I had hoped would have allowed me to unscrew the top of the cyclinder cover off.
