RANS makes them. They use them on many of their bikes, such as the Fusion.

I have a 2006 Fusion. The fork is a 1" threaded, there is a "threadless"-type adapter that sticks 3" out the top that is 1-1/8" diameter, and then the "stem" is a 5" tall tube with the handlebar clamp integral on top of it. The handlebar diameter is 7/8", I don't remember if there's any shims in mine or not.

You probably didn't want a stem that added 5" onto the height, but it may be possible to cut it shorter.

You should ask this question (of using a RANS zero-reach stem on a regular bicycle) on there; the parts in use may have changed since I bought mine.

Also you could ask in the Recumbent forum here, or on Bentrider online. There may be other recumbent companies that currently use zero-reach stems but RANS is the only one I know of right off.
