A lot of landlords will not rent if the rent is more than 40% of your income without utilities. That is 550$ a month. Maybe a Cow Town somewhere would work. The isolation would be hard to deal with though.
Come out to Sacramento - we have a very nice walkable/bikeable midtown area and drivers here generally are somewhat more pedestrian aware, I think, than most areas. You should be able to find an apt for around $600 that won't have the kind of threats you seem to face there on a daily basis. And our weather is pretty nice 8-9 mos out of the year.
