Trek calls both the 52 cm and 54 cm sizes "small" in their Road 1.5 model. In their 6500 Mountain model, they call 15.5 inches "small". That should give you a starting point, I think. You can't just do a conversion between centimeters and inches. But...take BenLi's advice, and go try the actual bikes.
