Rethreading quill bolt?

I had forgotten that there was a bike mechanics category after I posted in the singlespeed/fixed forum. I figured this would be a more ideal place to post. I apologize in advance if this was covered already. Anyways, I need to trim a good portion of the quill on my stem in order for it to fit properly in my frame. (as you can see in the pic) However, I took it out to do some measuring and see where I would have to cut it to have it fit and it seems that the bolt isn't threaded where I would need it to be threaded. Is it possible to rethread the bolt with a die? I have a buddy who owns a shop and has the right tools to do so but have any of you guys done this before? Rethread the bolt that connects to the wedge?
