What's 31.5"? Your pants inseam? That would seem reasonable for someone your height. If so, your total leg length, including shoes, is certainly a bit longer than that...a couple of inches, maybe. A "medium" (stand-over height = 31.4") would give you a couple of inches clearance in that case.
