Based entirely on my own observations, I find most people don't go to races based on the payout. They go based on the quality of the race. Bear Creek is generally deemed as fairly low quality, so people don't go. Houston Grand is a quality event, as are things like Pace Bend, Fayetteville, etc, so people will consistently go to those.

The exception to that rule is things like Tulsa Tough, where the payout is just over the top high (3-4x or more than normal).

Houston racing != Austin racing, it seems. I have heard the Houston Grand is a really great event though.
