rear dropouts have the "Portacatena" feature (2 holes) so it might be one of the very earliest uses of these DOs (introduced around 1978) or might be just a little later. Too bad the fork crown is showing some rust but hope it hasn't got too deep. Try some acid (phosphoric or oxalic) before you go crazy with anything abrasive.
