Center punch the rivets and drill into them with a small (~1/16") sharp bit. This will remove the rivet heads and allow the headbadge to be removed.
You'll need to buy new rivets (or very small metal screws) to re-install it.
This is my technique, as well. Be very careful and steady with the drill. A shop stand for the bike really helps.
