It's called a "third hand tool", as in you have two already and it's lending you the practical use of one more.

Repeated "corrections" to your wheel have rendered it untrue probably to the point of no "retrue". And, there is only one correct position that a wheel sits in the frame. There are not multiple options. Again, your repeated "fixing" has created an unbalance in the spoke tension. Adjusting your brakes to deal with the "new positioning" is a symptom of a wheel that has turned the corner.

Even simple seemingly static mechanical devices that are under load wear out.
