I usually say Tiagra shifters are the bare minimum component-wise. Something like the Trek 2.1 (or equivalent) would be more than good for a first road bike.

The advantage with buying local is that you usually get some sort of service plan and people if you have questions. That, and good warranty support. It usually pays off buying local on your first road bike.
