Bullhorns and flat bars use different diameter standards. Flat bar=22.2; bullhorns=23.8mm. The current shifter/brake levers won't fit on the new bars.
As a cheap alternative, you can add bar ends. Also, you can cut the flat bars to make them narrower first.
If you do bar ends you have to do cross levers for the brakes -- $100 total by the time you're done.
Chop your flat bar down a little and get some handlebar extensions, it's basically the same thing as bullhorns.
