I've gone back and forth on this stuff but at the essence layers are they key.

You'll quickly find a happy balance for yourself but what I usually do is have a wicking base layer (tank or t), long sleeve shirt and go up from there depending on temp ending with a water repellent shell.

I have a North Face shell jacket that is pretty much water proof and has tons of vents and that did me solid through the winter in NYC last year.

I also use a fleece gator, a ventilated velcro mask (covering cheeks, nose, mouth), and a wicking black cap.

As for rain I would use the same jacket, some full fingered windproof gloves, and a pair of nylon pants or my fleece lined tights if it's chillier.
