I think dangerous would be OTT. Suboptimal, sure, due to the flexiness, and probably more prone to breakage, but a serious sudden catastrophic hinge failure at speed would be highly unlikely. Sudden is not really the failure mode of steel. It'd be perfectly fine to use. Sorting out the chain would cost you about $8, and the rust I would simply ignore - makes it less liable to be stolen. $175 is silly money though.
