More likely the nature of Cat 4/5 racing. No one ever lets any move get away, everybody chases everything. But people keep attacking nonetheless, and it drives the pace up. Plus you get the guys that go to the front and drive the pace as hard as possible, and think they're winning (hey I'm in front).

Last year in Jacksonville, the 5's race was faster than several of the other races (closing a gap of 10 minutes on the 4's and passing them.) The reason being was there was a killer headwind, and most of the other races stayed together at a moderate pace, knowing no one was going to get away. The 5's however went hell bent for leather chasing one break after another. The 5's weren't faster, just ignorant.
