Who installed the tire that is on there now? Once you get it off you should be able to see if it was glued on by some idiot or if there is a problem with the rim its self. Good luck
If it's been on there a while it might have just done it itself. I had a bike that, while admittedly was only infrequently ridden for most of its life, never had a flat in 14 years. I'm not sure what exact process caused it (dry rot or something?), but I basically had to destroy the old tires to get them off when I finally wanted new tires.
