Well, it's not very high tech, and I wouldn't use it when it's raining, but I like to just put on a heavy sweatshirt over my t shirt on chilly morinings. It keeps enough of the wind off me to keep me warm, and lets the sweat evaporate. It also don't cost much. Nothing actualy, since I own three or four of them.
