Thanks, Lorri! I was surprised too when I saw the photo. They probably called her on it and let it go. She wasn't at the start when I started. At the Diablo Hill Climb, a woman showed up in a sleeveless jersey and the official told her she was in violation and that normally she would be sent back to put on a T-shirt, but they let her go with a "warning." Interestingly, there was also a guy at Esparto at the start informing the racers if their TT bike set up was non-conforming, although it didn't matter for Esparto.
