Tire liners are great and all but mr tuffys are not the way to go unless you are willing to trim them up to avoid overlapping itself as that interface seems to cause flats.

I am not sure why there is so much animosity towards tire goop. Everyone in SW USA uses it. I use TrueGoo and really like. The key to having a successful time with it is to use it in schrader tubes or presta valve tubes with a removable core. You also might want to look into a tire with a kevlar belt in addition. Most people here use 2 types of flat protection.
