Werewolf, is yours an older Swift? The stem riser on my '07 is necked in (diameter reduced) at the top to accept a 1-1/8" stem. Since your riser doesn't look like its necked in, I'm wondering if you've got a 1-1/4" tandem stoker stem on it.
